Yes its pretty hard to endgame gaige without anarchy because she has little DPS without it. But its actually pretty well balanced for most set ups. Just don't sham fleet. Maya is great fun but not for elemental damage, for crowd control, and AOE damge. Lots of healing for you and your teammates with a little extra Damage and Bullet Speed so you can heal them even faster. Also remember that enemies stay still but your friends don't. Generally pet classes excel at solo play, so Gaige or Axton (especially double turret route) can lay a big distraction down. Maya has insane crowd control too. Iirc gunzerker is best in bl2. I would recommend gaige or axton, but mostly gaige. Salvador needs to be excluded because just about any build will take down a raid boss. Now if you want a challenge, use Maya. With Salvador the only real strategy is to maximize money shot, fire rate, and use a moxxie weapon to keep your health up. A basic Rubi and Harold will do the trick. You can use any adaptive shield, it doesn't matter.
